Declaration from the SSC Regions Conference

Introduction
As a reaction to the invasion by the militia of the secessionist enclave calling itself Somaliland, otherwise North West region of Somalia, and their occupation of Lasanod, capital of the Sool region of Somalia, on 15 October 2007, the traditional leaders (Isimmo)of the Dhulhantae clan, inhabitants of Sool, Sanaag and Cayn (SSC) regions of Somalia, have called for a grand emergency clan conference to be held in Boocame in order to deliberate on this matter, and come up with an appropriate, collective response to this unprovoked and unacceptable aggression by one renegade secession-seeking clan of Somalia on the peace-loving unionist Dhulbahante clan.
The conference called by the Isimmo was duly held in Bocame from 17 to 22 November, henceforth to be known as Boocame 3 as a successor to .Boocame 1 and 2 held in the early 1990s. The deliberations of the conference were conducted by nearly 90 delegates from all SSC regions and abroad, comprising chiefs, respected elders, religious leaders, and other representatives of civil society including women, intellectuals, and the Dhulbahane Diaspora. The agreed conclusions and declarations from the conference were endorsed by the Isimm in line with traditional decision-making procedures, thus conferring on the declaration the maximum possible authority and legitimacy at the level of the clan
The Declaration of Boocame 3
The Boocame 3 conference, had spelled out and reiterated throughout its one week deliberations the inalienable right of the Dhulbahante clan of the SSC regions to be part and parcel of Somalia, to have nothing to do with the secession of Somaliland, and to oppose in every way possible the aggression and violations of their rights to remain part of Somalia as recognised by the international community. In this regard, the conference proclaimed the following 8 point declaration which is aimed at the SSC people, the people of Somalia and the Transitional Federal Government as well as the international community.
1. The Boocame conference considers the unity of the Dhulbahante clan as sacrosanct and, in this regard, the following prerequisites should be ensured:
11. The conference calls for the liberation of the occupied SSC areas from the enemy of peaceful co-existence, and to achieve this objective:
111. Justice and equality among the Dhulbahante would be a corner stone in the intra-clan relationships. In this regard:
IV) All the clan members of Puntland should play their full part in the liberation of the occupied SSC regions in their capacities as individual clans or as part of the Puntland regional administration.
V)Through this declaration, the Dhulbahante clan from the SSC regions, hereby inform the United Nations (UN), the African Union (AU), the League of Arab States (LAS), the Organisation of the Islamic Conference (OIS), and the intergovernmental Authority on Development (IGAD):
VI) Ultimatum to the Dhulbahante collaborators with the secessionist enclave.
The declarations demands that the Dhulbahante collaborators to cut all ties and collaboration with the anti-union secessionist enclave effectively from the day this declaration is proclaimed, namely 23 November 2007
VII) Another follow-up conference will be held for the Dhulbahante clan of the SSC regions at an appropriate time in the future which is aimed to further cement the unity of the clan and also address any intra-clan outstanding issues that one party or another may wish to raise;
VIII) The conference has set up the following committees in order to implement the decisions and declaration of the Boocame 3 conference:
