PRESS RELEASE

2016 elections Committee

Today, 26 September 2016, a three-day meeting was concluded for the Federal Indirect Implementation Team and the chairpersons of the State-level indirect implementation teams on consultations regarding the 2016 elections as well as making assessments and review of the current situations of local elections including progress made so far, challenges met in the process and the time required to complete the remaining tasks.

Progress

Concrete and tangible progress was made in the implementation of the 2016 electoral process. The state-level indirect implementation teams are currently engaged in monitoring the submission of lists of the delegates in the capitals of the emerging and existing regional states. Completion of the list of delegates is also ongoing. Polling centers were also prepared and designated.

Challenges met during the process

Although substantial progress has been achieved on the electoral process, it seems some of the tasks cannot be completed based on the planned schedule due to several impediments including political challenges, security, management of the electoral budget, the Somalia electoral boundaries commission which has not yet commenced work and some traditional elders who haven’t yet completed submission of list of delegates. Also there was delay in the formation of the members of the Upper House, which became a hindrance to the submission of lists of delegates for the national assembly as this will impact on the sharing of the seats among communities.

Hiiraan and Middle Shabelle Issues

Members of the Federal Indirect Implementation Team and the State-level indirect implementation team from Hiiraan and Middle Shabelle summoned the traditional elders who are representing Hiiraan and Middle Shabelle in the 135 traditional elders’ list to discuss the venue of the electoral process for the two regions. After extensive discussions, 16 out of the 18 traditional elders agreed that the electoral process for the two regions be held in the capital Mogadishu. The Federal Indirect Implementation Team, while considering the decision of the elders, welcomed the decision and the agreement of the traditional elders for the two regions which was dated 25/09/2016

Somaliland Issues

The Federal Indirect Implementation Team, after consultation with State-level indirect implementation team of Somaliland, and having listened to the challenges which are hindering elections of the Upper house and the parliament, requested for an immediate solution to the political challenges of Somaliland in order to participate in the electoral process of 2016 and at the same time safeguard the unity of the country.

Decisions on 2016 Elections Schedule:

  1. Quick deployment of AMISOM troops to the Election center of the Interim Administration of Galmudug Capital, Adado In order to ensure security of the electoral process of 2016.
  2. The Presidents of the regional states should submit the members of the candidates for the Upper House no later that 5th of October 2016.
  3. The dispute resolution commission should be start work by 8th of October
  4. The list of the delegates of the parliament should be completed no later than 10th October.
  5. The elections of the parliament will be held between October 23-10 November 2016. Each seat, which readies its delegates, will go on with elections when the scheduled time comes for the elections of the parliament.
  6. The elections for speakers of the two houses of the new parliament will be held on 23rd of November.
  7. The Presidential election will take place on 30 November 2016.

Conclusion:

The Federal Indirect Implemention Team wishes to thank all Somali people for their tolerance and continued support of the electoral committees of the 2016 electoral process.
