An Open Letter to the Speaker of Parliament

By Mohsin Mahad

Subject: Do Not Allow Puntland to rob Khaatumo

Hon Speaker Mohamed Osman Jawari

First, my profound respects are due to you. You deserve it. People who know you, or meet you, often find you warm, modest, receptive and a man of substance. This contrasts with most of the charlatans that dominate the political scene in Somalia today. Be that as it may, it is not easy Hon Speaker for those who need to take their case to you to seek justice to see you. For those who are not among the privileged to have easier access to you, the rest of us who want to communicate with you on parliamentary matters, can only do so through emails if at all, and consider ourselves lucky if they catch your eyes. Those who are on the periphery of Somalia, like Khaatumo State of Somalia, have hard times to make their voice heard by Somali leaders embedded in their presidential bunkers, often swayed by personal or clan gains.

khatumoNeedless to say, the Khaatumites have much to complain to you (and other Somali leaders if they care). Since the end of colonisation, no other people in Somalia have been wronged as they had been and continue to be; even more so than your own Raxanwayn people who, though wronged in the past, are today one of top dogs in Somalia. You are a symbol of their success and the custodian of their rights. That is fine with us. But we also expect you to do the same for all Somalis and especially the weakest and those wronged among them.

Like the Raxanwayn, occupied and wronged as they were, the Khaatumo people, though technically part and parcel of Somalia, are not only occupied but also its capital and parts of its territory re-colonized by the SNM-dominated Isaak clan, aka Somaliland. Hailing from the underdogs of yesterday, as you are, we expect you to defend the rights of the underdogs of today. That is what doing justice on your watch demands. And doing justice is not only in the interest of Khaatumo but above all of Somalia. Without justice, there can be no viable or sustainable Somalia. Period!!

Puntland, another predator like Somaliland, is no less insidious. It preposterously claims the SSC regions as their God-given gift, coveting its resources and shamelessly robbing its parliamentary seats in the federal Parliament for its own good. Unlike Somaliland, Puntland has no boots on the ground in the Khaatumo territory but just like Somaliland, it suffices to simply claim the SSC regions to serve its purpose or political ends.

For two long, these two predators, often arch rivals and other times forming unholy alliance for their mutual benefit, have damned the SSC regions as “disputed territory”, forcing international humanitarian and development organisations to shy away from dealing directly with Khaatumo. Khaatumo is destined to break out of this treacherous trap, shake off its predators once for all and take its rightful place in Somalia.

In the meantime, Khaatumo has to be on its constant watch and defend itself from both enemies. Right now, defending reclaiming the Parlaiamentary seat of the late Saado Ali is the top priority. to fend off once again Puntland to give up their practices, unless shaken off once and for good, which is now in sight.

The genesis of the Puntland’s blundering of Khaatumo seats goes back to the 2012 parliamentary selections when Puntland’s then strongman, Faroole, and Mahiga, in cahoots with others, robbed three of Khaatumo’s seats in broad daylight and got away with it. Having successfully robbed Khaatumo, with no questions asked anywhere in the centres of power in Mogadishu, they are back to rob Khaatumo again. Sadly, the culture of the survival of the fittest still prevails all these years since the collapse of the Somali State in 1991.

I am sure you are fully aware of all this matter. But it is worth repeating for the information of the wider Somalis as Puntland is back on its predatory practices. Once again, it is all about who should have the seat of the late Sado Ali. Their claim is that it is their on the ridiculous reasoning that it was their venal puppet Isim hailing from the SSC regions, now in exile in Garawe after his people disowned him for betraying them, who should once again be, on their bidding, the one to select Sado’s successor. No matter that this disgraced mercenary so-called Isim is not even from the same clan as Saado and her own true Isim was deliberately by-passed before because he is a Khaatumite. Two wrongs do not make right, but for Puntland ill-gotten gains and winning are what matters.

Puntland would have much to reckon with this time. Things aint what they used to be, and Khaatumo has a new administration under President Ali Khalif, a fighter, a born-again Darwiish, who is determined to free Khaatumo from these two parasites. In the meantime, Sado’s Isim, Sultan Said, together with other Garaads, had to leave Khaatumo and come to Mogadishu to defend their rights in support of Prof Ahmed Ismail Shabeel who is their candidate to succeed Sado Ali as he is the chosen candidate of the Khatumo administration and people.  Puntland’s trump card is that only the “Isim” who selected Sado in the first place, even if he had no right to do so, should also select her successor as if one illegitimate action justifies it’s repeating. All this, Mr Speaker, is happening right under your nose. I would like to believe that you would support the rights of the Khaatumo people, the true unionists of Somalia, against those predators, Somaliland and Puntland, who are out to destroy Somalia generally and Khaatumo specifically.

The legacy you leave behind after you leave office, in which justice and ethical standards are its pillars, should be uppermost in your mind. The seat belongs to Khaatumo and it should have it. And it wouldn’t go to a better person than Prof Ahmed Ismail Shabeel, epitomising the best of Somalism. Of course, this would be a defeat for Puntland and so be it- it serves it right. But it is a win for Khaatumo and Somalia and that is what matters.

With my best wishes

Mohsin Mahad
